Aegis Android SDK configuration. Parity with libs/web-sdk AegisConfig (libs/web-sdk/src/types/config.ts) + libs/mobile-sdk ios-sdk AegisConfig.swift.
Pre-Phase-1 the Android SDK referenced this type from Aegis.kt but the type was never defined — the SDK did not compile. Phase 1 lands it alongside the canonical cell-endpoint contract so the multi-region failover behaviour matches the web SDK.
