         final CellRegion guessRegionFromTimezone(TimeZone tz)

        Provisional region mapping from a device timezone. Used when no cellEndpoints are configured AND no bootstrap response has been received yet — the SDK guesses based on the device's timezone so the first batch lands in a sensible region.
