SPEC-070-A J.1: Likert scale question config. Renders a horizontal numeric scale from min..max with optional left/right anchor labels (e.g. "Strongly Disagree" \u2192 "Strongly Agree"). Server may serialize with min / max (canonical) or scale (single-int max alias). Anchor labels accept either low_label/high_label or left_label/right_label.
