    A single step within a flow.

    SPEC-070-A A.21: matches iOS NextStepRule shape — supports both the legacy single-condition field AND the multi-conditions array with AND/OR logic composition. Mirrors OnboardingConfig.swift:122-127.

    Evaluation precedence (see NextStepRuleEvaluator):

    • If conditions is non-null/non-empty → evaluate every entry under logic.

    • Else if condition is non-null → wrap as a 1-element list.

    • Else → treat as always (rule matches unconditionally).
