  SPEC-070-C D10 — OPTIONAL async shouldOpen wrapper-veto. This is a NET-NEW decision point (no native deep-link veto existed). When set (the Flutter plugin), handleURL awaits it before dispatching the deep link; a false reply skips processing entirely. Null for native hosts → dispatch synchronously exactly as before.
