One writable metadata overlay: a (scope, graph, type) triple holding the field annotations for that layer. GLOBAL_DRAFT rows use an empty graph_id. The fields column is a JSON envelope (SaveTypeMetadataRequest's fields map) written via protobuf JsonFormat.
