Heartbeat for unchanged vector_ids approaching TTL. Emitted when all vertices in a vector_id received DO_NOTHING and min(created_at) + (retention_sec - 86400) <= processing_timestamp. Threshold derives from retention_sec (TTL minus 1 day). Default: 29 days. Consumer should refresh TTL for this vector_id — no structural change occurred.
